<title>EBR to Kick Off Annual Christmas Tree Recycling Program</title>

&lt;p&gt;Curbside collection starts Jan. 9; drop-off sites open December 26th.&lt;/p&gt;&lt;p&gt;The 2011-12 Christmas tree recycling program will offer curbside collection of trees this year for East Baton Rouge residents, except in Baker and Zachary. Several drop-off locations will also be available.&lt;/p&gt;&lt;p&gt;Recycling Director Susan Hamilton said that Allied Waste will collect Christmas trees placed on the curb between Jan. 9 and Jan. 22.&lt;/p&gt;&lt;p&gt;“The trees will be collected in rear loaders or brush trucks on the resident’s trash collection day in a separate pass, stated Hamilton. “The Christmas trees are then delivered to Natural Resources Recovery, Inc., the city-parish woody-waste recycling contractor, where they are processed into compost or mulch,” Hamilton continued.&lt;/p&gt;&lt;p&gt;Christmas trees should be placed at the curb separate from other unbundled trash and woody waste. Residents should remove tinsel, metal stands, lights, and ornaments from trees before recycling them because those items can contaminate mulch and compost.&lt;/p&gt;&lt;p&gt;The following drop-off collection sites will open Monday, December 26, and continue to accept trees through Monday, January 30th.&lt;/p&gt;&lt;p&gt;•Independence Park, 7500 Independence Blvd.&lt;/p&gt;&lt;p&gt;•Highland Road Park, 14024 Highland Road&lt;/p&gt;&lt;p&gt;•Kathy Drive Park, off O’Neal Lane by Team Toyota&lt;/p&gt;&lt;p&gt;•Flannery Road Park, 801 S. &lt;p&gt;Improved East-West Connection Provides Enhanced Access to North Baton Rouge&lt;/p&gt;&lt;p&gt;Baton Rouge, LA — Mayor-President Melvin L. “Kip” Holden will host a ribbon cutting ceremony for the Comite Drive project in the Green Light Plan at 10 a.m. on Thursday, November 17, 2011 in front of Rite Aid in the Brookwood Village Shopping Center with parking provided in the Rite Aid parking lot, 12308 Plank Road (driving directions attached).  This ribbon cutting ceremony marks the 22nd completed roadway construction project for the Green Light Plan.&lt;/p&gt;&lt;p&gt;“The Green Light Plan continues to move forward with the completion of the Comite Drive project, a project that tremendously improves capacity within and access to and from the northern part of our parish,” said Mayor-President Melvin “Kip” Holden.  “All across Baton Rouge, we’re able to see the Green Light Plan in action.  Whether it is a project under construction, or a newly-opened roadway in an area that used to be heavily congested, we’re seeing results, and we’re committed to keep making projects like the Comite Drive project happen for our citizens who desperately need the relief the Green Light Plan provides.”&lt;/p&gt;&lt;p&gt;With a total construction cost of $11.8 million, the completed Comite Drive project widens the previous two-lane open ditch roadway and provides a two-lane, curb-and-gutter roadway with a continuous center turn lane from Plank Road to the Comite River.  The project includes sidewalks on both sides of the road, a widened six-foot shoulder for enhanced bicycle access along the roadway, and the installation of a new public sanitary sewer system to address current and future capacity needs for the area.  &lt;/p&gt;&lt;p&gt;Sewer capacity improvements such as those provided by the Comite Drive project are part of the current parishwide SSO program but included as components within key Green Light Plan projects to minimize overall construction time and inconveniences to both citizens and the traveling public.&lt;/p&gt;&lt;p&gt;Other improvements provided by the project include the construction of a new 125-foot bridge over White Bayou, roadway grade improvements to maintain safe travel during potential flooding along White Bayou, and intersection improvements at Comite Drive and Plank Road. The general contractor is Milton J. Womack, Inc.&lt;/p&gt;&lt;p&gt;The library will house books, AV materials and periodicals for all ages; dedicated activity spaces for children, teens and adults; public computers, laptops and online public library catalogs; free Wi-Fi; a Computer Training Lab; four AWE Early Literacy Workstations for young children; combined Genealogy and Baton Rouge Room collections; the Career Center; a drive-thru window for book drop off and pickup, self-checkout machines as well as full service checkout; public meeting rooms; a privately-donated stained glass installation and much more!&lt;/p&gt;&lt;p&gt;The new Main Library is sited on land in Independence Park, almost directly behind its current location. The building is designed to allow seamless integration with Independence Park, and will have a shared plaza with BREC. The new facility should achieve Silver LEED certification A rooftop terrace will be accessible to the public. &lt;/p&gt;&lt;p&gt;The contract records the cost of construction as $35,410,074; the City-Parish is the owner; the Library is the user. The Department of Public Works staff will work with the Architect and the General Contractor to oversee the project. <title>DOTD inspectors find crushed cap on Wax Road bridge over Draughan Creek</title>

&lt;p&gt;Another EBR bridge closes due to safety concerns&lt;/p&gt;&lt;p&gt;City-Parish officials are closing the Wax Road bridge over Draughan Creek in Central today due to safety problems found by inspectors from the Louisiana Department of Transportation and Development.&lt;/p&gt;&lt;p&gt;Both State and City-Parish Public Works officials agreed to close the bridge after the inspectors found a hollowed, crushed timber cap.  In addition to informing first responders about the closure, the DPW officials were also in the process of alerting the Central School System after noting that a school bus crossed the bridge during the inspection.&lt;/p&gt;&lt;p&gt;This is the second bridge that has closed in the past month after problems were found during a routine state inspection.  Five-ton load limits were placed on two other bridges last week after inspectors found critical deficiencies in both structures.  Those load limits shall remain until DPW crews can make the temporary repairs necessary to increase the level of safety.&lt;/p&gt;&lt;p&gt;The latest closure comes less than a week after new 5-ton weight limits were placed on the Woodland Ridge Boulevard bridge over Jones Creek that provides the primary access to Episcopal High School, and the Cloverland Avenue bridge over Claycut Bayou between Siegen Lane and Airline Highway.&lt;/p&gt;&lt;p&gt;The new load limits came after DOTD inspectors reported finding several crushed and deficient piles on the two bridges that were caused by decay and traffic loading.&lt;/p&gt;&lt;p&gt;Last month the North Flannery Bridge over Lively Bayou was ordered closed after DOTD inspectors deemed it too dangerous to remain open to traffic. &lt;/p&gt;&lt;p&gt;Telephone inquiries may be directed to the Department of Public Works Administration Office at (225) 389-3158.&lt;/p&gt;&lt;p&gt;###&lt;/p&gt;</description>

&lt;p&gt;GREEN LIGHT PLAN COMPLETES CONSTRUCTION ON 20th ROADWAY PROJECT&lt;/p&gt;&lt;p&gt;Baton Rouge, LA — Mayor-President Melvin L. “Kip” Holden will host a ribbon cutting ceremony for the Central Thruway Paving project at 10 a.m. on Thursday, September 8, 2011 on the new pavement north of South Choctaw Drive, with parking provided on Central Thruway (driving directions attached). This ribbon cutting ceremony marks the 20th completed roadway construction project for the Green Light Plan. &lt;/p&gt;&lt;p&gt;“As we open the first useable segment of the massive Central Thruway project, we move one step closer towards making a completed Central Thruway a reality,” said Mayor-President Melvin “Kip” Holden.  “Projects like the Central Thruway at Florida Boulevard Paving project were designed to be completed and opened to traffic as quickly as possible, even as we work towards completion on other related projects in the area.  The Green Light Plan continues to move forward with new projects breaking ground, more projects reaching completion, and doing whatever it takes to safely alleviate traffic, congestion, and clear up bottlenecked areas across East Baton Rouge Parish.” &lt;/p&gt;&lt;p&gt;Partially funded by the American Reinvestment and Recovery Act (ARRA) through the Louisiana Department of Transportation and Development (LA DOTD), the Central Thruway at Florida Boulevard Paving project carried a total construction cost of $3,684,788.12.  With an actual completion date of July 13th, 2011, the project provides new turning lanes and signal improvements at the Florida Boulevard intersection and the re-alignment of the previous South Choctaw Drive at Florida Boulevard to South Choctaw Drive at Central Thruway.  Improvements also include new signalization at the relocated South Choctaw Drive intersection.  &lt;/p&gt;&lt;p&gt;The overall Central Thruway project, currently under construction in various areas across project limits, includes two separate phases and seven individual projects and a current total estimated cost of $61 million.  When complete, the Central Thruway will provide motorists and residents with a new four-lane roadway that includes a raised median and shoulders on new alignment extending from Florida Boulevard to Frenchtown Road, and then to Sullivan Road. &lt;p&gt;Red Stick named cleanest Louisiana city over 100,000&lt;/p&gt;&lt;p&gt;Officials from the Louisiana Garden Club Federation announced today that Baton Rouge has won top honors in its 2011 Cleanest City contest for cities with populations over 100,000.&lt;/p&gt;&lt;p&gt;This is the 53rd year that the Louisiana Garden Club Federation has held the Cleanest City Awards, which encourage communities to become more proactive in the war against litter.&lt;/p&gt;&lt;p&gt;During the district competition earlier this year, judges selected Baton Rouge as the cleanest city in the Federation’s District IV competition that covers the southeast part of the state. The regional win came after the judges toured the Capitol grounds, various schools, LSU, parks, public buildings, several neighborhoods, and businesses around Baton Rouge to assess the cleanliness of the community.  The judges also heard first-hand accounts about the many anti-litter activities that occurred over the past year.&lt;/p&gt;&lt;p&gt;During the first three weeks of April, Baton Rouge and other communities that won their respective districts were visited by judges for the statewide competition.  In that round of judging, Baton Rouge was selected as the Cleanest City in Louisiana with a population greater than 100,000.  &lt;/p&gt;&lt;p&gt;JoAnn Fryling, contest coordinator for the Baton Rouge Garden Club, said Mayor-President Melvin L. “Kip” Holden played in major role in Baton Rouge’s success in the Cleanest City contest. She said the Mayor has always recognized that a clean city is essential for the economic growth of the city and the well being of its citizens. &lt;/p&gt;&lt;p&gt;Fryling said the goal of the Cleanest City Contest is to raise public awareness about the need to have a clean community and to encourage city governments, businesses, organizations and private citizens to work towards that end.&lt;/p&gt;&lt;p&gt;“Ideally, in a community that takes great pride in itself, there would be no need to pick up litter because trash would all be disposed of properly,” Fryling said. “There would be no need to keep statistics of the bags and tons of litter picked up.  And, in the case of Baton Rouge Parish, $500,000 would be saved that could be in more productive ways.”&lt;/p&gt;&lt;p&gt;Fryling said Baton Rouge has been working hard in the war against litter with educational programs like the Waste in Place workshops, which show local science teachers how to effectively teach their students about recycling and proper trash disposal. &lt;/p&gt;&lt;p&gt;In addition, the Downtown Development District, LSU and the City Parish Department of Public Works have all helped in the anti-litter effort by placing trash cans around the downtown area, on the LSU campus during tailgating events, and at outdoor concerts and special events, she said.&lt;/p&gt;&lt;p&gt;She noted that throughout the year, Keep Baton Rouge Beautiful works with the Boy and Girl Scouts, high school students, college classes and other organizations to clean lakes and parks, streets and walkways. Parking for the ceremony will be available at the groundbreaking site.   &lt;/p&gt;&lt;p&gt;"As we break ground on the Staring Lane project, we begin construction on one of the largest projects within the Green Light Plan and one that will truly open up one of the most traversed corridors in Baton Rouge,” said Mayor-President Melvin “Kip” Holden.  “Like all Green Light Plan projects, this is a project that addresses a direct need for the short-term relief from traffic congestion that our citizens demand.  We remain committed to moving key projects like the Staring Lane project forward and completing them as quickly as possible.” &lt;/p&gt;&lt;p&gt;                        &lt;/p&gt;&lt;p&gt;With a construction cost of $26.9 million and an anticipated completion date of September 2013, the project was awarded through the public bid process to J.B. James Construction, LLC to widen the roadway from a two-lane undivided roadway to a four-lane roadway with sidewalks and a raised median from Highland Road to Perkins Road.
