Neighborhood Stabilization Program (NSP1) of the Housing and Economic Recovery Act of 2008

2nd Substantial Amendment to the Fiscal Year 2008 CDBG One-Year Action Plan
 

To further accommodate changes in the housing market, expand opportunities to meet the needs communities within the NSP1 requirements and adjust the allocation funds in light of current commitments and obligations, the City of Baton Rouge, Office of Community Development is proposing to make additional adjustments to the amended NSP1 Substantial Amendment.

In accordance with NSP requirements, OCD has posted draft changes to the Substantial Amendment in order to provide opportunity for public comment. The proposed Amended Plan for the Neighborhood Stabilization Program is available on OCD’s website, at Plans and Reports

Proposed Changes
With a better understanding of the NSP program and the needs of the citizens within the target areas identified in the City’s 2008 NSP Substantial Amendment, the allocations will be redistributed to better meet the needs of the targeted areas of the City and fund projects in the appropriate categories. All activities will take place in the original high priority target areas identified in the November 2008 NSP program (Attachment A). There is a much greater need for more affordable housing in these targeted areas than for assistance under Homebuyer Loans. Many programs are currently available to assist prospective homebuyers with the purchase of a home. In addition, Home Counseling is being provided to homebuyers at no cost to the program. The revised allocations are as follows:

In summary, the only change being made to the original approved NSP Substantial Amendment is the deletion of the activities, Homebuyer Loans and Housing Counseling. Housing Counseling is being provided by a HUD certified Housing Counseling Agency at no cost to the program. The budgets of the approved activities have been increased to the above referenced amounts. No other changes are being made to the approved Substantial Amendment. Target Area remains the same as originally approved.
