|Under the general direction of the Program Administrator ' Head Start performs responsible supervisory and administrative work by serving as a senior management team member. Work involves planning and directing the work of a large size staff of professional, sub-level professionals and support personnel engaged in program operations. The employee of this class is responsible for developing, implementing, and managing programmatic services/ activities for Head Start children and families. Work is performed with relative professional discretion and independence. Performs other work as requested.|
|ESSENTIAL WORK TASKS|
|Assists in planning and directing the activities of a large group of professional, sub professional and clerical employees engaged in providing Head Start services to preschool aged children.
Develops, implements and monitors an annual budget for Head Start Services; assure budget is spent according to plan, and checks payrolls and requisitions for the various centers.
Works with the Coordinator and Head Teachers in preparing the program's curriculum.
Ensures that centers are in compliance with licensing requirements; evaluates programs and recommends necessary changes.
Attends conferences and workshops to obtain information on the latest developments in the field of early childhood education.
Assists in developing and maintaining data base system and provides reports documenting the delivery of Head Start services as required by performance standards, regulation, grants, and contracts.
Identifies community-based resources and partners to enhance Head Start services to children and families; maximize/leverage agency funds and resources.
Assists with the coordination and facilitation of team meetings, including cross component teams, to assure that Head Start operations and services are provided and conducted in accordance with performance standards, agency mission, vision and values.
Assists in assuring the enrollment targets are met as required by performance standards, regulations, grants, and contracts. Develops and implements plans for transferring Head Start slots as necessary to meet community needs.
Conducts weekly staff meetings with Head Teachers to discuss operations at the various centers and to establish and revise policies.
Renews annual bus contracts and oversee transportation of Head Start children.
Assists in planning of construction and design for new facilities.
Renews facilities leases and annual licensing.
Oversees facilities maintenance for all Head Start locations.|

|Knowledge of the techniques, policies, and procedures of day care center organization and management.
Knowledge of educational curricula used to teach preschool aged children.
Knowledge of budgeting principles and practices.
Ability to administratively and technically plan, assign, monitor and supervise the work of staff personnel.
Ability to express ideas clearly and concisely, orally and in writing, to groups and to individuals.
Ability to establish and maintain effective working relationships with other employees, private and governmental organizations and the public.
Ability to understand the special problems of preschool aged children and parents.
Ability to maintain confidentiality of program, staff and client information.
Ability to build and maintain strong working relationships with community agencies and collaborative partners.
Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.|
|EDUCATIONAL AND EXPERIENCE|
|Bachelor's degree in social work, public or business administration, early childhood education, or a related field, and three years of experience as an assistant director administering a large federal program.|
|Any equivalent combination of education and experience.|
