|Under the direction of a higher classification, performs responsible professional human resources management work within the City-Parish Department of Human Resources. Work involves the performance of professional tasks in one or more of the specialized areas of human resources. Employees are responsible for providing guidance and assistance in the technical aspects of the work of lower level specialists. Work involves the use of independent judgment and is evaluated through the Performance Management Appraisal System (PMAS). Performs other work as requested.|
|ESSENTIAL WORK TASKS|
|Conducts limited job analyses of duties and statements; interviews supervisors and employees to determining proper allocation to classes; prepares cases to support allocations; writes classification specifications based on job analysis identifying knowledge, skills, and abilities required to perform the job.
Conducts routine surveys of wages, salaries and benefits, and analyzes findings and prepares final report; responds to inquiries or survey requests from other jurisdictions.
Communicates extensively with job applicants throughout the process; analyzes employment applications for minimum qualifications; interviews applicants for employment; advises applicants on job opportunities and qualification requirements.
Administers and scores written and computerized examinations; analyzes and grades employment applications based on rating schedules.
Approves and/or disapproves personnel actions for personnel movement in accordance with civil service rules, policies, and procedures.
Conducts the annual eligibility audit of the medical and dental programs; calculates insurance payments and disburses to appropriate insurance company.
Assists in planning and implementing training programs for the City-Parish; conducts training courses.
Advises and counsels employees and the general public on human resources related policies and procedures, benefits, and any related questions.
Performs special projects and statistical analyses relating to various human resources issues.
Analyzes and interprets City, State and Federal personnel rules and regulations; participates in special investigations and research of legal issues relating to human resources.|
|KNOWLEDGE, SKILLS, AND ABILITIES|
|Knowledge of the principles and practices of best trends human resources management.
Knowledge of the various City-Parish governmental departments and agencies and their operations.
Knowledge of many occupational categories and the qualifications required in such work.
Knowledge of the structure and content of the English language used to prepare reports and communicate effectively with others.
Knowledge of arithmetic and statistics and their applications.
Skill in the operation of modern office equipment and in the use of standard computer applications.
Ability to understand, interpret, explain and apply human resources related policies and procedures, regulations, and benefits to employees and/or the public.
Ability to express ideas clearly and concisely, orally and in writing, to employees, management, departmental officials, and the public.
Ability to make effective personal contacts with applicants, employees, and departmental officials.
Ability to establish and maintain working relationships with other employees, management, departmental officials and the public.
Ability to manage and organize multiple work assignments and projects.
Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.|
|EDUCATIONAL AND EXPERIENCE|
|Bachelor's degree in human resources management, business administration, public administration or a related field, and four years professional level experience in human resources.|
|Any equivalent combination of education and experience.|
