|Under the general direction of the Urban Development Director, performs highly responsible professional and administrative work as the Assistant Director of the Division of Community and Economic Development. Work involves responsibility for assisting in the administration of the major sections; direct supervision and coordination of the work of the Planning Section; major responsibilities in administering all federal, state, and local programs for housing, community development, and economic development which are assigned to the Division, including Community Development Block Grant, Rental Rehabilitation, Emergency Shelter Grants, Enterprise Zone, and other housing and business financing programs. Supervision is exercised over a staff of both professional and skilled and semiskilled personnel. Work is reviewed through regular meetings, conferences and periodic review of plans and reports. Performs other work as requested.|
|ESSENTIAL WORK TASKS|
|Supervises or assists in the supervision of the preparation of all applications/proposals for federal and state housing and community and economic development assistance, including all actions necessary to obtain Council/Committee and funding agency approvals.
Assists in the supervision of all grant management activities, including planning and policy development, drafting and execution of grant agreements and contracts, development of procedures for solicitation of applications, drafting of internal procedures, applications, compliance management, and payment processing.
Assists in the ongoing preparation of City-Parish records for federal and state agency financial and program compliance monitoring, including the development of internal procedures, supervising the preparation of annual and as-required performance reports, and drafting of responses to resolve funding agency findings and concerns.
Supervises the provision of citizen involvement in the City-Parish's overall community development process, including conducting/presentation of monthly, advisory board (CAC) meetings, preparation of newsletter articles, evaluation and responses to citizens groups' project proposals, and the provision of general technical assistance and guidance to the general public.
Coordinates divisional activities with other City-Parish, local, state and federal agencies, to ensure effective administration of divisional programs.
Assists the Director on an as-needed basis in the areas of program development, budget preparation, personnel management, staff training and assistance, representation at City-Parish Council/Committee and funding agency meetings in his or her absence, and attendance at meetings with clients/applicants/developers.|
|KNOWLEDGE, SKILLS, AND ABILITIES|
|Knowledge of the principles, practices and techniques of community, economic and housing development.
Knowledge of the federal and state laws and regulations governing housing and community, economic development programs.
Ability to establish effective working relationships with the applicants/clients, individual citizens, contractors, investment property owners, real estate agents and with a variety of federal, state and local governmental agencies.
Ability to plan, assign, supervise and monitor the work of professionals and nonprofessionals in a manner conducive to full performance and high morale.
Ability to express facts and ideas clearly and concisely, orally and in writing, to groups and to individuals.
Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.|
|EDUCATIONAL AND EXPERIENCE|
|Bachelor's degree and attainment of a graduate degree in urban planning, public or business administration, or a closely related field, and three years experience in urban renewal, community development, or in a directly related program, including one year managerial supervisory experience.|
|Any equivalent combination of education and experience.|
