|Under the general direction of an employee of a higher classification, performs responsible professional engineering and administrative work as a licensed professional engineer assisting in directing a major organizational section or division for departments performing public works functions. Work involves advanced level planning, design, construction and/or maintenance of City-Parish facilities. Employees perform advanced reviews, supervision and technical work within their assigned section or division, and exercise authority over a variety of engineering functions. Performs other work as requested.|
|ESSENTIAL WORK TASKS|
|Assists in directing a major section or division.
Supervises professional engineers; assigns projects; provides technical guidance.
Designs a variety of projects including, but not limited to: streets and drainage, subdivisions, bridges, wastewater, etc.; prepares construction plans, specifications and bid documents.
Supervises a small staff of engineers, engineer technicians, other professionals, and/or other personnel.
Conducts inspections of field engineering projects; negotiates agreements with utility and railroad companies.
Manages and supervises the maintenance and operation of one or more facilities.
Performs strategic planning and policy analysis; prepares engineering reports.|
|KNOWLEDGE, SKILLS, AND ABILITIES|
|Knowledge of the principles and practices of a recognized branch of professional engineering.
Knowledge of modern methods and techniques used in the design and construction of a wide variety of public works projects.
Knowledge of the modern developments, current literature and sources of information regarding professional engineering.
Knowledge of applicable laws and regulatory codes relevant to design and construction of public works projects.
Skill in the application of computers, design/drafting software, CADD (Computer Aided Design Drafting) and surveying practices, and in the conduct of a wide variety of complex engineering research projects.
Ability to accurately perform highly complex engineering computations and to design and supervise the construction of a wide variety of highly complex public and private facilities, and to make comprehensive recommendations concerning problems encountered.
Ability to secure adherence with construction plans, specifications and codes tactfully and effectively.
Ability to plan, schedule and review the work of a moderately large group of professional and subprofessional assistants in a manner conducive to full performance and high morale.
Ability to establish and maintain effective working relationships with superiors, subordinates, engineers, architects, contractors and the public.
Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.
|EDUCATIONAL AND EXPERIENCE|
|Bachelor's degree in one of the recognized branches of engineering from the Louisiana Professional Engineering and Land Surveying Board and six years of experience in professional engineering, including one year of supervisory experience.|
|Any equivalent combination of education and experience as recognized by the Louisiana Professional Engineering and Land Surveying Board .|
|Possession of a license to practice professional engineering as issued by the Louisiana Professional Engineering and Land Surveying Board .
Position(s) of this classification may require a valid Louisiana driver's license. If license is required, must be maintained throughout employment in this position.
