GENERAL DESCRIPTION
Under the direction of an employee of a higher classification, performs highly responsible administrative work in the development and negotiation of airport contracts relating to leasing of airport properties. Work involves monitoring the contract requirements ensuring airport compliance and recommending policy changes. Work also involves assisting the public relations consultant in planning and promoting various public relation programs for the airport. The employee of this classification exercises considerable independent judgment in the performance of assigned responsibilities. Supervision is exercised over a small clerical staff. Work is reviewed through discussion and observation. Performs other work as requested.
 
ESSENTIAL WORK TASKS
Negotiates and monitors contracts and leases for tenants and prospective tenants; establishes rates, fees and charges; ensures compliance of contract requirements; recommends policy changes in contract parameters. Develops and implements a comprehensive program of retail merchandising for all terminal space at the airport and other airport properties, including market research, product surveys, feasibility studies, and market testing. Coordinates all property management activities; assembles, analyzes and presents financial, statistical and other material to the Airport Commission. Develops and coordinates a variety of airport programs or projects, including developing the north end for aviation related industries, the air cargo building, the air cargo market and warehousing. Directs efforts in increasing the availability of competitive fares and freight services. Assists the public relations consultant in planning and promoting various public relations programs for the airport. Represents the airport; interacts with the airlines, consumers, tenants, business groups, government officials and the news media. Conducts special projects as directed by the Director of Aviation or the Assistant Director of Aviation.
 
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of property development including leasing, rental and development of airport land and buildings or commercial properties (non-residential). Knowledge of real estate, contracts and contract administration. Knowledge of basic bookkeeping and accounting principles and practices. Ability to coordinate the air carrier cargo operations, i.e., rates, charges and schedules. Ability to assemble, analyze and present financial, statistical and other material. Ability to coordinate a variety of airport programs or projects. Ability to communicate clearly and concisely, verbally and in writing. Ability to establish and maintain effective working relationships with subordinates, superiors, officials of airlines, tenants, officials of various agencies and the public. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.
 
MINIMUM REQUIREMENTS
EDUCATIONAL AND EXPERIENCE
Bachelor's degree and two years experience in the management/leasing of income producing commercial properties.
 
SUBSTITUTIONS
Any equivalent combination of education and experience.

OTHER JOB ASPECTS
For security reasons, as per TSA provision 1542; all applicant/employees of the Greater Baton Rouge Airport District who have access to restricted areas will be required to have a ten (10) year criminal background check to the extent allowable by the law. Employees found to have an excessive criminal record or other misrepresentations of employment will not be eligible for employment.
