|Under general supervision of a Housing Program Manager, identifies substandard conditions in housing facilities, prepares scope of work and establishes cost estimates for repair or replacement. Work involves monitoring rehabilitation work for compliance with building, electrical and plumbing codes and with design specifications. Inspections and rehabilitation monitoring include single-family and multi-family properties. Work is performed with moderate independence, subject to daily review of work submitted to supervisor. Performs other work as requested.|
|ESSENTIAL WORK TASKS|
|Inspects single- and multi-family housing for purposes of determining substandard conditions, violations of housing code, and feasibility of repairs.
Writes specifications for needed repair or replacement; estimates the materials/labor costs of such reparation; monitors rehabilitation construction through the completion with a final inspection, and determines compliance with local and HUD repair standards.
Prepares and completes appropriate forms; submits forms daily to supervisor; maintains records.
Interprets code requirements; supervises compliance with established codes.
Explains work characteristics and limitations as defined in program guidelines to housing unit owners and occupants.
Determines the level of construction contract completion for progress payments to contractors.

|Knowledge of regulations and codes with which housing standards must comply.
Knowledge of modern materials, methods, and procedures for routine residential and light commercial housing remodeling and renovation.
Knowledge of the limitations and regulations of the assigned inspections program.
Skill in the operation of a two way mobile telephone.
Ability to follow written and oral instruction.
|Ability to identify substandard housing conditions and to determine the appropriate repair or renovation of structural, plumbing and electrical components necessary for compliance with applicable ordinances and codes.
Ability to complete appropriate forms and maintain records.
Ability to establish and maintain effective working conditions with coworkers, supervisors, contractors, and housing unit owners.
Ability to determine that contractors follow specifications and complete the project.
Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.
|EDUCATIONAL AND EXPERIENCE|
|High school diploma, GED, HiSET, or equivalent certificate of competency, and two years of progressively responsible experience in the building trades industry.|
|Any equivalent combination of education and experience.|
