|Under the direction of an employee of a higher classification, performs highly responsible supervisory and administrative work in directing the Management and Finance Office for departments performing public works functions. Work involves the efficient administration of all the financial and management matters of the department including fiscal control of the budget and all matters associated with payroll and accounting; as well as, managing the department's centralized warehouse and enterprise businesses (e.g. Parking Garage); financial stewardship of City-Parish funds; and representation of the department in a variety of public forums (e.g. Metro Council meetings). Supervision is exercised over a large staff of technical, clerical, skilled, semiskilled, and unskilled personnel through subordinate supervisors. Work requires exceptional teamwork and the use of independent judgment within established policy guidelines. Performs other work as requested.|
|ESSENTIAL WORK TASKS|
|Actively participates in the senior leadership team related to public works functions to enhance operational efficiency, continually improve client services, and build the capability of the staff through workforce development programs. In this role, consults closely with department directors and fellow senior leadership team members.
Consults with stakeholder groups (contractors, architects, engineers, developers, citizens, City-Parish government employees) regarding public works financial and management matters, clarifying the roles and responsibilities of the departments and the processes/procedures for working with them.
Appears in a variety of public settings to represent the Office of Business Operations and Capital Programs regarding financial and management matters, including Metro Council meetings, public hearings, public outreach programs, and before various boards and courts to testify in appeals and other legal actions.
Directly supervises Payroll, Accounting, Warehouse, Recycling, and the Parking Garage; assists in the planning and supervision of their subordinate staff; ensures staff understands and applies federal, state, and local codes and ordinances.
Coordinates and administers the preparation and control of the department's budget, and the maintenance of detailed operating cost and analysis of each division.
Supervises the preparation of financial statements, accounts and invoices for vehicle maintenance and service charges.
Directs the preparation of the department's purchase requisitions and direct payment orders; approves final payment; reviews bids on materials, supplies and equipment and makes recommendations on awarding of bids.
Serves on various committees that establish city-wide policy.
In consultation with the Assistant Public Works Director of Workforce Development, responsible for human resources related functions. Paperwork regarding hiring, terminations, disciplinary actions, and payrolls are routed through this office.|
|KNOWLEDGE, SKILLS, AND ABILITIES|
|Knowledge of the policies and procedures of municipal budgeting, accounting, personnel and purchase operations.
Knowledge of the principles, practices and techniques of public administration and office management.
Knowledge of Plan of Government provisions, ordinances, and state laws governing the financial administration of local government.
Knowledge of the operations, functions, policies and procedures of the department.
Knowledge of labor contracts and grievance procedures.
Ability to analyze highly complex fiscal and administrative policies and to make and implement effective recommendations.
Ability to effectively interpret and apply contracts as used in union labor negotiations.
Ability to assemble, organize and present financial and statistical material.
Ability to establish and maintain effective working relations with administrative officials, other employees, the public, and organized groups such as labor unions, both public and private.
Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.|
|EDUCATIONAL AND EXPERIENCE|
|Bachelor's degree in accounting and eight years of experience in accounting or budgeting work, including four years of managerial experience (may include complex project management).|
|Any equivalent combination of education and experience.|
