GENERAL DESCRIPTION
Under the direction of an employee of a higher classification, performs advanced and responsible work in auditing and collecting delinquent municipal sales, use, and occupational license taxes. Work involves issuing demand letters, filing suits and liens, and verifying tax returns for compliance. Work involves close contact with taxpaying public, and is conducted within a clearly defined area of laws, ordinances, regulations and procedures. Work is performed with relative independence in accordance with established policies. Performs other work as requested.
 
ESSENTIAL WORK TASKS
Makes independent visits to businesses to determine the extent of tax liability; collects and/or arranges for payment of taxes and fees. Assists taxpayers in determining unpaid sales, use, and occupational license taxes, interest, and penalties by phone, mail and in person; coordinates installment agreements and other payment resolutions for delinquent taxpayers. Prepares and files all legal documents such as suits and liens required due to non-payment of sales, use, and occupational license taxes; processes payments obtained through legal action. Researches and prepares ABC Board subpoenas for tax hearings. Assists in spot audits of business records to verify accuracy of returns filed under the municipal tax laws and ordinances. Contacts building contractors regarding shipments of goods in the parish; makes contact to determine the correct tax implication.
 
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of legal terms and formats. Knowledge of tax laws, regulations, procedures, and the processes by which they are enforced and delinquent taxes are collected. Knowledge of modern office practices, procedures, and equipment and standard clerical techniques. Knowledge of the geography of the parish.
Ability to relay and communicate complex tax information and payment schedules to taxpayers or their representatives. Ability to prepare complete and accurate reports. Ability to perform detailed work involving written and numeric data. Ability to make calculations and tabulations rapidly and accurately. Ability to establish and maintain effective working relationships under difficult conditions with other employees, business owners, applicants and the taxpaying public. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.
 
MINIMUM REQUIREMENTS
EDUCATIONAL AND EXPERIENCE
High school diploma, GED, or equivalent certificate of competency, including or supplemented by courses in accounting or bookkeeping, and four years experience involving difficult public contact and collection experience in a financial institution.
 
SUBSTITUTIONS
Any equivalent combination of education and experience.
 
CERTIFICATIONS/LICENSES
Must have a valid Louisiana driver's license at the time of appointment and maintain throughout employment in this classification.
