|LOCATION OF WORK|
|Under the direction of the Purchasing Director and Assistant Director, performs responsible administrative work in maintaining the Movable and Fixed Assets Master Inventory records for all City-Parish departments and agencies and in supervising City-Parish Auctions of surplus equipment. Work involves assessing the value of Movable and Fixed Assets; maintaining up-to-date records as to value, location, tag number and department to which such assets are assigned; devising procedures and accounting for, by location, all Movable and Fixed Assets; conducting an annual physical inventory of such assets, and accounting for all dispositions of assets. Independent judgment is required in making decisions in accordance with organizational guidelines and policies. Performs other work as requested.|
|ESSENTIAL WORK TASKS|
|Reviews all Purchase Orders, Change Orders, and Direct Payment Requisitions for inventory items.
Interprets policies and procedures relative to accounting for Movable and Fixed Assets.
Ensures Purchase Orders and Direct Payment Requisitions values placed on Inventory Master File are reconciled to value paid by Finance.
Assigns Control Movable Asset forms and replacement tags.
Supervises employees updating acquisitions, changes and transfers to Fixed Asset Master File, update computer master files.
Reviews and balance daily computer printout; reviews annual inventory audit.
Supervises and controls surplus property storage and distribution; prepares listing/arrangements of vehicles, equipment and furniture for auction; supervises City-Parish Auctions of surplus vehicles and equipment.
Audits Fixed Assets as required.
Trains City-Parish agencies in inventory procedures and manages Inventory Control Section.
Prepares all correspondence with agencies concerning inventory control.
Manages the City-Parish's movable assets system.
Issues work orders for pick-up and delivery of surplus property.
Develops procedures to improve the efficiency of inventory.
Issues property tags for items purchased over $1,000.
Updates the vehicles/drivers listing for City-Parish.|

|Knowledge of inventory principles, practices, and techniques of inventory management.
Knowledge of principles, techniques and procedures used in statistical research and reporting.
Knowledge of the laws, ordinances and regulations governing the financial operations of the City-Parish government and its agencies.
Knowledge of the municipal accounting, purchasing, tax and allied systems and procedures.
Knowledge of computerized inventory systems.
Ability to design and implement an effective inventory program as related to Fixed and Movable Assets.
Ability to establish and maintain effective working relationships with other employees, subordinates and department heads.
Ability to express ideas clearly and concisely, orally and in writing, to groups and to individuals.
Ability to prepare complete and accurate reports, records and letters.
Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.|
|EDUCATIONAL AND EXPERIENCE|
|Bachelor's degree and three years of experience in purchasing, accounting, or inventory management work.|
|Any equivalent combination of education and experience.|
