|Under the direction of the Telecommunications Chief of Operations, manages the technical support for City-Parish departments and agencies regarding wireline, long distance, and wireless telephone services and devices. Performs routine tasks related to the processing, auditing, and financial allocation of telephone service bills. Assists with projects, vendor contract negotiations, and performs routine technical requests as needed. Prepares financial reports for dissemination to City-Parish departments and manages a database of asset inventory. Performs other work as requested.|
|ESSENTIAL WORK TASKS|
|Administers requests for telecommunications service for wireline, wireless, and long distance phone services and devices within the City-Parish; ensures necessary service and features are provided.
Assists in negotiating new or renewable service contracts with telecommunications providers; serves as the primary City-Parish liaison for telecommunications vendor activities; attends vendor trainings as needed.
Maintains an inventory of communication service connections containing the circuit number, location on primary jack, cable pair used, and user served on PBX function.
Works closely with management to develop and implement telecommunications system policies, plans, and procedures.
Audits all telecommunications expenditures; reviews all vendor invoices and telephone bills for accuracy; determines the appropriate cost allocation per department.
Provides periodic telecommunication cost and service reports including analysis of maintenance and equipment forecasting.|
|KNOWLEDGE, SKILLS, AND ABILITIES|
|Knowledge and basic understanding of modern business telephone systems.
Knowledge of accounting principles, practices, and procedures and how they may be applied to municipal accounting situations.
Knowledge of basic telecommunications terminology.
Knowledge of business English used to prepare brief narrative reports.
Skill in the operation of a computer, calculator, and other office machines used in connection with accounting/fiscal work.
Ability to plan, organize, schedule, and monitor projects.
Ability to assemble, organize, and present financial, statistical, technical, and other material.
Ability to communicate effectively, both orally and in writing.
Ability to establish and maintain effective working relationships with others including vendor representatives.
Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.|
|EDUCATIONAL AND EXPERIENCE|
|Bachelor's degree in business management or a related field, and three years of experience managing commercial wireline and wireless telecommunications systems, supplemented by two years of accounting experience related to billing and/or auditing.|
|Any equivalent combination of education and experience.|
