Starting Salary:28.6318 Hourly / $59,554 Annual

Special Recruiting Rate:
An optional special recruiting rate is allowable up to Step 9 ($75,441) for new hires only.
 
NOTE:
Engineer allowance up to $10,000 annually (DOE)
 
GENERAL DESCRIPTION
Under the direction of an employee of a higher classification, performs administrative and professional engineering work as a licensed professional engineer directing a major organizational section or division of the Public Works Department. Work involves supervising the planning, designing, construction, inspection, and/or maintenance of programs by applications of engineering reason and judgment. Administrative direction is exercised over a moderate sized staff, performing a wide variety of functions. Employees are routinely involved in planning future projects or operational improvements and providing technical assistance. Performs other work as requested
 
ESSENTIAL WORK TASKS
Directs a major section or division of Public Works. Directs and reviews the preparation of complex design plans for projects including, but not limited to: streets and drainage, subdivisions, bridges, wastewater, etc.; prepares construction plans, specifications and bid documents. Enforces all municipal building codes and zoning ordinances. Gives technical engineering advice and confers with department and division heads and private contractors. Monitors contract construction and maintenance projects; monitors progress of projects; reviews plan changes. Coordinates or directs various projects with private consulting engineers/architects, contractors, and federal and state agencies. Prepares and administers operating budget; determines staffing needs and develops operational plans.
 
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of public works design construction and maintenance methods, materials, and equipment. Knowledge of the principles and practices of engineering, particularly as applied to municipal public works. Knowledge of the modern developments, current literature and sources of information regarding professional engineering. Knowledge of applicable laws and regulatory codes relevant to development and construction of public improvement projects and subdivisions. Skill in the application of computers, design/drafting software, CADD (Computer Aided Design Drafting) and surveying practices, and in the conduct of a wide variety of complex engineering research projects. Ability to plan, schedule and supervise large scale Public Works projects. Ability to plan, schedule and supervise the work of a moderately large group of professional and sub-professional assistants in a manner conducive to full performance and high morale. Ability to establish and maintain effective working relationships with superiors, subordinates, engineers, architects, contractors and the public. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.
 
MINIMUM REQUIREMENTS
EDUCATIONAL AND EXPERIENCE
Bachelor's degree in a recognized branch of professional engineering, and eight years experience in professional engineering, including two years supervisory experience.
 
SUBSTITUTIONS
Any equivalent combination of education and experience as recognized by the Louisiana State Board of Registration for Professional Engineers and Land Surveyors.
 
CERTIFICATIONS/LICENSES
Possession of a license to practice professional engineering as issued by the Louisiana State Board of Registration for Professional Engineers and Land Surveyors. Position(s) of this classification may require a valid Louisiana driver's license. If license is required, must maintain throughout employment in this position.
