GENERAL DESCRIPTION
Under the direction of an employee of a higher classification, performs highly responsible complex and specialized investigative work in developing legal cases for the Parish Attorney's office. Work involves conducting highly confidential investigations. Employees of this class may supervise subordinates assigned to their section or administer and direct a special program for the office. Work is performed with virtual independence in accordance with rules, regulations and policies of the office under the provision of law and administrative directives. Supervision is received from an attorney or designated agency official. Performs other work as requested.
 
ESSENTIAL WORK TASKS
Investigates alleged irregularities, including review and analysis of materials, reports and other information indicative of law violation; may supervise field operations. Conducts complex, highly confidential and sensitive investigations. Conducts investigations of lawsuits filed against the City of Baton Rouge including vehicular accidents, workers' compensation claims, false arrests, battery, wrongful death and subrogation claims. Reviews and approves requests for liquor licenses and applications; attends ABC Board hearings and meetings. Performs legal research, drafts legal documents and legislation; stays abreast of new liquor laws or bingo regulations. Initiates investigations and conducts surveillance of establishments licensed under the ABC ordinance. Prepares and executes search warrants in connection with alleged violations of the ABC ordinance; issues citations, summons and subpoenas; makes arrests for the aforementioned violations.
 
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of the principles, practices and techniques of criminal or legal investigative work. Knowledge of the Louisiana Criminal Code, the Louisiana Code of Criminal Procedure, and the law of evidence and criminal procedure in general. Knowledge of the mechanics involved in the proper drafting and proper execution of search and arrest warrants. Skill in the proper use and care of firearms. Ability to obtain factual information from cooperative and uncooperative subjects. Ability to converse with individuals on varied levels in order to obtain intelligent and productive information. Ability to recognize what constitutes "probable cause" to effect an arrest. Ability to prepare administrative and investigative reports in a clear and concise manner. Ability to supervise subordinates in a manner conducive to full performance and high morale. Ability to conduct surveillance of a subject in a professional and unrevealing manner. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.
 
MINIMUM REQUIREMENTS
EDUCATIONAL AND EXPERIENCE
Bachelor's degree in law enforcement, and two years experience in criminal or legal investigative work.
 
SUBSTITUTIONS
Any equivalent combination of education and experience.
 
CERTIFICATIONS/LICENSES
Position(s) may be required to obtain Police Officer Standards and Training (P.O.S.T.) Certification.
