GENERAL DESCRIPTION
Under the general direction of the EMS Administrator, performs highly responsible administrative and supervisory work in directing the operations of the Parish Prison Medical Services Division. Work involves planning, organizing, coordinating and supervising the delivery of health care services to inmates at the Parish Prison. Work also involves responsibility for ensuring that equipment and supplies are adequately maintained and appropriate for the provision of health care services. Work is performed with considerable independence and performance is reviewed through periodic conferences and results obtained. Performs other work as requested.
 
ESSENTIAL WORK TASKS
Plans and directs the activities of professional, sub-professional and clerical employees engaged in providing prison medical services. Monitors and evaluates the delivery of prison health care services to ensure compliance with applicable policies, procedures, standards and court orders. Manages the administrative functions of the division including fiscal control, payroll/personnel, procurement and data processing. Manages the process of all requisitions and purchase orders of supplies, services and equipment; maintains inventory of division property; reviews and signs all forms, documents and correspondences; negotiates annual contracts for pharmaceutical, laboratory and medical supply services. Develops policies, plans and makes decisions that affect the provision of health care services; reviews and approves individual policies; initiates all administrative policies in regards to the overall operation. Reviews all emergency medical service operations with contract physicians and implements changes as directed. Coordinates with other agencies for delivery of services and approves all medically related trips to outside facilities; consults with and makes referrals to other health care providers and colleagues in the correctional facility as needed.
 
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of the healthcare administration. Knowledge of the principles of business and government management, including personnel, purchasing, public finance, budgeting and administrative and supervisory practices and methods. Knowledge of modern office practices and procedures. Knowledge of applicable policies, procedures, standards and court orders regarding prison health care services. Ability to analyze complex situations and make responsible decisions. Ability to delegate, supervise, and review the work of subordinates engaged in health care services. Ability to establish and maintain effective working relationships with others. Ability to negotiate contracts with professional healthcare personnel. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.
 
MINIMUM REQUIREMENTS
EDUCATIONAL AND EXPERIENCE
Bachelor's degree in business administration, health or a behavioral science field, and four years progressively responsible administrative/managerial experience in public administration, a health care facility or a correctional institution.
 
SUBSTITUTIONS
Any equivalent combination of education and experience.
 
CERTIFICATIONS/LICENSES
Must have a valid Louisiana driver's license at the time of appointment and maintain throughout employment in this classification.
 
OTHER JOB ASPECTS
Must pass a Microsoft Windows proficiency test. For security purposes, all applicants/employees of EMS-Prison Medical Services must obtain and maintain security clearance with the East Baton Rouge Parish Sheriff's Office throughout employment in this classification.
