GENERAL DESCRIPTION
Under the direction of the Environmental Coordinator, performs responsible professional level work in managing the wastewater pretreatment program. Employees of this class have the primary responsibility for the management and administration of the EPA approved City-Parish Wastewater Pretreatment Program. Supervision is exercised over a staff of scientific/technical and clerical personnel. Performs other work as requested.
 
ESSENTIAL WORK TASKS
Directs all activities relative to the wastewater pretreatment program in compliance with EPA and DEQ mandates. Plans, organizes, assigns, and supervises the work of a moderate sized staff of scientific/technical employees in enforcing the provisions of the Wastewater Pretreatment Ordinance. Supervises employees involved in the monitoring of permitted and non-permitted facilities, in conducting field investigations, and in the analysis and evaluation of scientific/technical data. Instructs employees on changes and additions to environmental regulations and laws, and in new techniques and procedures. Assembles data and prepares reports concerning the wastewater pretreatment program. Levies fines and fees against violators. Purchases essential supplies and equipment. Conducts public education workshops on pollution prevention.
 
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of the East Baton Rouge Parish Wastewater Pretreatment Ordinance and state and federal regulations pertaining to environmental control. Knowledge of standard scientific methods, sampling techniques, and investigative procedures. Knowledge of chemical processes and laboratory procedures involved in environmental testing. Ability to plan, schedule, and review the work of a moderate sized staff in a manner conducive to full performance and high morale. Ability to communicate effectively, orally and in writing. Ability to establish and maintain effective working relationships with industrial users, other City-Parish agencies, and the public. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.
 
MINIMUM REQUIREMENTS
EDUCATIONAL AND EXPERIENCE
Bachelor's degree in biology, chemistry, geology, physics, or a related field, and two years professional level experience in environmental control work or environmental related industrial plant work, including one year experience in wastewater pretreatment work.
 
SUBSTITUTIONS
Any equivalent combination of education and experience.
 
CERTIFICATIONS/LICENSES
Position(s) of this classification may require a valid Louisiana driver's license. If license is required, must maintain throughout employment in this position.
