GENERAL DESCRIPTION
Under the direction of a higher classification, performs professional work in community enrichment activities. Work involves preparing, organizing, coordinating and implementing community based planning projects in order to promote community involvement in education, physical health, disabilities and community partnerships. Work also involves representing the department and the City-Parish in a variety of community organizations and leading the effort to deliver City-Parish services and information to the public. Work of this class differs from that of a Community Planner II by the assignment of specific technical tasks of recognized complexity and moderate level supervision. Work is evaluated through the Performance Management Appraisal System (PMAS). Performs other work as requested.
 
ESSENTIAL WORK TASKS
Coordinates evaluation studies, needs assessments and focus group projects in collaboration with the East Baton Rouge Parish Ryan White Part A Program. Maintains, updates and ensures complete and accurate program records. Collaborates with other staff to collect, manage and analyze quality and patient data. Assists in conducting program research and ensures that the preparations of mandatory statistical reports are factual and comply with regulations. Assists in promoting public awareness on issues relevant to the community. Attends and assists in planning and coordinating meetings and events; may attend the Mayor's HIV/AIDS Task Force meetings. May present study findings at local and national meetings.
 
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of the principles and practices of grant management. Knowledge of the local, state and federal policies, regulations and procedures regarding grant programs. Knowledge of the structure and content of the English language used to prepare reports and communicate effectively with others. Skill in the operation of modern office equipment and in the use of standard computer applications. Ability to express ideas clearly and concisely, orally and in writing, to groups and to individuals. Ability to deal effectively with volunteers and clients to facilitate satisfactory working relationships. Ability to establish and maintain effective working relationships with employees, officials, other agencies and the general public. Ability to utilize a computer to interpret and analyze technical and statistical information and to prepare technical, oral and written reports. Ability to present technical information clearly and in an interesting manner to various groups and the general public. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.
 
MINIMUM REQUIREMENTS
EDUCATIONAL AND EXPERIENCE
Bachelor's degree in social work, counseling, public health, public administration, health care administration or a related field.
 
SUBSTITUTIONS
Any equivalent combination of education and experience.
