|Under the general supervision of an employee of a higher classification, performs professional work in the operation of employment and training programs designed to increase the employability of currently unemployed individuals. Work involves performing a variety of relatively complex duties concerned with determining eligibility and enrollment of applicants (youth and adults); negotiating job training contracts; diagnostic employment counseling for participants; analyzing results of complex employability assessment instruments; and monitoring activities of sub-recipients under contract with program of assignment. Supervision may be exercised over clerical personnel, volunteer workers, or special contract employees. Performs other work as requested.|
|ESSENTIAL WORK TASKS|
|Interviews, screens and determines eligibility of applicants; supervises subordinates engaged in doing paperwork necessary to enroll and place eligible applicants; verifies information obtained from applicants; completes all appropriate intake forms.
Enrolls participants in a program; completes and maintains all appropriate forms; conducts and completes follow-up form on all participants; monitors progress of participants.
Counsels program participants on their employability strengths and weaknesses; assesses participants employability assets and deficiencies; administers and interprets the results of various assessment tests; completes employability development plans and assessment profiles.
Instructs participants on how to find employment and utilize various employment resources in the community; selects and refers qualified participants to available jobs and training programs.
Contacts potential employers to request their participation in the on-the-job training programs and help determine their needs.
Monitors activities of sub-recipient under contract with a program of assignment to ensure compliance with all contract obligations and federal regulations; negotiates job training contracts with training institution and employers; checks work site conditions, classrooms and interviews participants; reviews participants folders, sub-recipients contract and financial records; writes monitoring reports.
May conduct EEO/ADA complaint investigations and fact finding; compose confidential report of recommendation to the Chief WIA Administrator and monitor programs and activities for equal opportunity compliance.
Conducts group orientation sessions for program services (youth and adults).
Participating in various forums for public relations and recruitment purposes.|
|KNOWLEDGE, SKILLS, AND ABILITIES|
|Knowledge of federal guidelines for employment and training programs.
Knowledge of principles and methods of employability assessment.
Knowledge of principles, practices, and techniques used in employment training programs.
Knowledge of English used to prepare brief narratives, and to communicate effectively with others.
Knowledge of basic mathematics and statistics used to compile and analyze data.
Knowledge of modern office practices, procedures, and equipment, and of standard clerical techniques.
Ability to supervise a moderate sized staff of professional and clerical personnel.
Ability to establish and maintain effective working relationships with others.
Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.|
|EDUCATIONAL AND EXPERIENCE|
|Bachelor's degree in social science, public or business administration or a related field. |
|Any equivalent combination of education and experience.|
