GENERAL DESCRIPTION
Under the general direction of a City Court Administrator, acts in the capacity of division head for the Probation Division of Baton Rouge City Court performing highly responsible work of a coordinating and supervisory nature. Plans, directs, coordinates and supervises a subordinate staff of supervisors, probation officers and clerical support staff engaged in intake, casework and probation activities, drug lab operations and the home incarceration program. Work involves the use of considerable independent judgment within established policies and guidelines. Work is reviewed through personal conferences, written reports, and results obtained. Performs other work as requested.
 
ESSENTIAL WORK TASKS
Organizes, assigns and supervises the work of a medium to large size professional and clerical staff in delivering probationary and related services including the drug lab and home incarceration programs; initiates work routines, procedures and methods for efficient division operation. Participates in the formulation and writing of policies and procedures affecting the probation and intake programs; executes and enforces policies and procedures. Maintains and revises policy manual. Develops, revises and maintains division forms. Provides supervision and guidance to subordinate supervisors, meets with such personnel periodically. Plans, directs, organizes, and supervises casework activities, clerical support staff activities, intake activities and provides assistance as needed. Coordinates in-service training sessions for staff, schedules informational sessions as needed and administers regular staff meetings. Attends division head staff meetings, meetings with the Clerk of City Court/Judicial Administrator, Court Administrators and Judges. Reviews staff assignments, probation reports, intake assignments, division records and overall program effectiveness to assess utility of procedures and methods; implements modifications when necessary. Explores the community for resources available for treatment and rehabilitative services for offenders; develops rehabilitative programs to provide alternative sentences to imprisonment. Serves as liaison and coordinates probation division activities with public agencies, inter-department divisions, other departments and the general public. Assists in the research, planning and implementation of special programs and grant projects; supervises activities and maintains reports as related to probation division. Analyzes, prepares and distributes division statistical reports. Coordinates interviewing process, makes recommendations for appointments, and trains employees; evaluates employee performance; responds to and manages employees, grievances, and disciplinary actions. Speaks before schools, groups and the general public concerning court related matters; corresponds and meets with counselors from various treatment facilities for informational purposes. Ensures compliance with state and citizen laws, rules, ordinances, and regulations relating to the Probation Division.
 
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of modern drug screening and home incarceration practices and programs. Knowledge of current social rehabilitation programs and practices; extensive knowledge of substance abuse and domestic violence rehabilitation principles. Knowledge of modern principles, practices and techniques of professional probation work. Knowledge of human behavior and adult psychology as related to the supervision and rehabilitation of the adult criminal offender. Knowledge of community resources and referral agencies. Knowledge of the principles of supervision. Knowledge of State laws and local ordinances related to adult probation. Knowledge of the laws, rules and regulations affecting the operation of the probation division. Knowledge of computer assisted, database record keeping. Skill in the use of modern office equipment and in the use of standard computer applications. Ability to utilize community resources available for the treatment of the adult criminal offender. Ability to make decisions within established policies and guidelines. Ability to establish effective working relationships with others. Ability to communicate clearly and concisely, in writing and orally. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.
 
MINIMUM REQUIREMENTS
EDUCATIONAL AND EXPERIENCE
Bachelor's degree from an accredited college or university in criminal justice, corrections, law, social work, psychology or related field, and five years experience in professional probation work, including three years experience at a supervisory level.
