| GENERAL DESCRIPTION |
| Under general supervision from the Director of Information Services, performs technical and supervisory work in the area of supervision, coordination, and implementation of the Information Services and City-Parish Local Area Network (LAN) and the Wide Area Network (WAN) systems. Supervises the activities of all computer equipment operators in the Information Services department. Employees of this class are required to be on 24-hour call. Supervision is exercised over the Computer Room, Network and Data Control personnel. Work involves review of equipment evaluations and purchase recommendations. Performs other duties as requested. |

| ESSENTIAL WORK TASKS |
| Plans, organizes, and supervises work assignments for computer operators and other personnel engaged in the operation of computer and telecommunications equipment in the Information Services division.
Sets parameters for mainframe operation; monitors the activity of the central processing unit; administers VMS & Stratos.
Maintains security for VAX and other software; reviews equipment evaluations and purchase recommendations made by subordinates.
Schedules the utilization of the mainframe computer and peripheral equipment; assigns priority to departments and projects.
Assigns Internet Protocol addresses to every device attached to Internet network.
Sets users, disk quotas, and file services as well as establishing print queues in Pathworks; acts as technical consultant and assists in the connection of local area networks to Pathworks.
Confers with both consultants and staff computer programmer/analysts on the development of all types of programs for the effective accomplishment of data processing.
Monitors and evaluates performance of system; serves as technical advisor on projects recommending adjustments to achieve the optimum configuration of hardware and software; makes adjustments independent of review during normal operations purchases. |

| KNOWLEDGE, SKILLS, AND ABILITIES |
| Knowledge of Pathworks and ability to provide introductory level training on Pathworks.
Knowledge of system administration as it applies to VAX systems.
Knowledge of computer hardware and software with specific knowledge of mainframe hardware and software.
Knowledge of DEC systems and requirements for implementing new systems on DEC platform.
Knowledge of computer system network design and analysis.
Ability to stay current with new technological developments relating to computers.
Ability to analyze complex procedures and systems and develop problem solving strategies.
Ability to establish and maintain effective working relationships with others.
Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division. |

| MINIMUM REQUIREMENTS |
| EDUCATIONAL AND EXPERIENCE |
| Bachelor's degree in computer science or a related field, supplemented by four years experience in the communications field of computer operations. |
