GENERAL DESCRIPTION
Under the direction of the Executive Director, this employee performs responsible project management of special Downtown Development District initiatives. Duties involve working in partnership with the public and private sector, developing strategies; formulating policies and procedures to implement projects; and furthering the vision outlined for downtown in various Downtown Master Plan documents. Work also involves the use of independent judgment and is reviewed through conferences and for desired results. Performs other work as requested.
 
ESSENTIAL WORK TASKS
Coordinates special planning/land use for downtown projects. Fosters business partnerships with organizations that are conducive to the department's mission for the Downtown Development District. Researches and identifies economic incentive opportunities favorable to downtown development. Conducts project research using multiple resources to assist in developing criteria for successful implementation of varied development initiatives. Develops and coordinates, in collaboration with other groups and businesses, marketing initiatives for downtown (Arts & Entertainment, Office, Retail, Restaurants and Residential sectors). Develops and coordinates communications, marketing and public relations for the Downtown Development District; including marketing materials, maintenance of web content and collateral material, preparation of press releases and other related duties. Provides organization and administrative expertise and support to the Downtown Development District, and performs related duties assigned. Administers the Downtown Storefront Grant Program.
 
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of Downtown Development Districts, Urban Development and the resources available to assist in the redevelopment of an urban area. Knowledge of applicable federal, state and local laws, ordinances, rulings, and regulations regarding economic development. Skill in the use of modern office equipment, such as, the telephone, copier, calculator, computer and related peripherals. Skill and proficiency in the use of Windows and Macintosh operating systems and applications. Ability to communicate effectively, including business writing, telephone, public speaking and presentations. Ability to develop community relations and intergovernmental collaborative programs. Ability to establish and maintain effective working relationships with others. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.
 
MINIMUM REQUIREMENTS
EDUCATIONAL AND EXPERIENCE
Bachelor's degree in landscape architecture, planning, public administration, urban planning, or a related field, supplemented by three years responsible work experience in the area of urban planning economic development or urban development.
 
SUBSTITUTIONS
Any equivalent combination of education and experience.
 
CERTIFICATIONS/LICENSES
Position(s) of this classification may require a valid Louisiana driver's license. If license is required, must maintain throughout employment in this position.
