|LOCATION OF WORK|
|Under the direction of the Chief Revenue Analyst, performs investigative and administrative work relating to commercial and residential sewer/solid waste fee inquires. Work involves site investigations and interviews to determine if there is justification for a fee adjustment and for resolution of sewer/solid waste fee questions. Work also involves checking private water wells for solid waste billing, multiple residences on one meter, and sewer exempt businesses and residences for justification of exempt status. Incumbent must also keep abreast of city ordinances, changes in policy and hazardous waste violations. Work is performed with relative independence in accordance with established policies. Performs other work as requested.
|ESSENTIAL WORK TASKS|
|Creates affidavits crafted to a specific business to collect pertinent data that provides for analysis and calculations of usage; advises both commercial and residential customers of analysis findings; prepares reports and transmits for processing; maintains adjustment files.
Establishes a workload based on the number of investigations, urgency of customers' inquiry and the complexity of the work; maintains daily log of all site visits and documents findings and recommendations.
Investigates business work sites to determine the type of activities, number of people and disposition of water for fee calculations; investigates residential sewer & solid waste complaints received by making on-site visits and inspections; recommends to residential owners and business representatives methods for fee reductions.
Performs calculations for sewer adjustments given to commercial entities with cooling towers or other systems which consume water that does not impact the sewer system and means of measurement is available.
Coordinates inspections with DPW Wastewater Collection Division to determine if a resident or commercial entity is connected to the City-Parish sewer system.
Interprets City-Parish ordinances and regulations governing the Sewer User and Solid Waste Fees to ascertain compliance; reports violations to proper agency.
Attends meetings with utility company representatives to determine which businesses and residences are not being billed and the best means of detection.
Continually monitors a list of fee exempted businesses and residences to determine if the fee exempt status is justified.
|KNOWLEDGE, SKILLS, AND ABILITIES|
|Knowledge of East Baton Rouge Parish Sewer User Fee and Solid Waste Fee ordinances and regulations.
Knowledge of construction and maintenance methods as it relates to sewer collection or drainage work.
Knowledge of principles, practices and techniques used in conducting investigations.
Knowledge of public relations in a utility environment.
Knowledge of techniques used in resolving complaints in a fair and effective manner.
Knowledge of modern office practices, procedures and equipment and standard clerical techniques.
Knowledge of basic mathematical calculations.
Ability to read maps and construction plans.
Ability to express ideas clearly and concisely, orally and in writing to groups and to individuals.
Ability to analyze problems from field observation and make recommendations for resolution.
Ability to establish and maintain effective working relationships with commercial and residential solid waste contributors, other City-Parish departments/divisions, utility companies and the public.
Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.
|EDUCATIONAL AND EXPERIENCE|
|High school diploma, GED, HiSET, or equivalent certificate of competency, and three years of customer service and complaint resolution experience, including or supplemented by six months of billing and collections experience. |
|Any equivalent combination of education and experience.|
|Must have a valid Louisiana driver's license at the time of appointment and must be maintained throughout employment in this classification.|
