|Under the direction of the Building Official, performs responsible administrative and technical work in assisting the Building Official in directing all activities related to the enforcement of building codes and zoning ordinances of the parish. Work involves responsibility for assisting in the efficient administration of all-municipal building and zoning codes and to assure adherence to specified standards of materials, workmanship, and safety. The employee of this class assists the Building Official in supervising a large staff of inspectional and clerical personnel through subordinate supervisors. Work is carried on with complete technical independence within established policy guidelines. Work is reviewed through periodic reports, conferences and observation of results obtained. Performs other work as requested.|
|ESSENTIAL WORK TASKS|
|Assists in planning and supervising the enforcement of municipal building, plumbing, electrical, mechanical, fire zone, demolition, house numbering, street-cut, and zoning ordinances and codes.
Advises inspectors on difficult technical and inspectional problems, particularly where structural safety and soundness are concerned, and in difficult enforcement cases.
Consults with contractors, architects, engineers, building owners, and the public on the requirements of Baton Rouge building, zoning, and other codes, and on proper design and construction methods; supervises the review of plans for structural adequacy.
Cooperates with and advises the Health Unit, Fire Department, and other agencies, on building, safety, and health hazards.
Represents Neighborhood Improvement at various meetings. Attends court on matters concerning condemnations.
|KNOWLEDGE, SKILLS, AND ABILITIES|
|Knowledge of all types of building construction, materials, methods, and stages of construction, and when possible violations and defects may be most easily observed and corrected.
Knowledge of municipal building, plumbing, electrical, fire zone, street-cut, house numbering, and zoning ordinances and codes.
Knowledge of the legal procedures involved in enforcing building codes.
Knowledge of estimating practices and procedures as applied to building, plumbing, and electrical work.
Ability to read and accurately interpret plans, specifications, and blueprints.
Ability to plan, organize, and supervise the work of a large inspectional and office staff in a manner conducive to full performance and high morale.
Ability to establish and maintain effective working relationships with subordinates, building owners, architects, contractors, and the public.
Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.
|EDUCATIONAL AND EXPERIENCE|
|Bachelor's degree in construction technology, vocational or industrial education, engineering, architecture, business administration or a closely related field, and three years responsible experience in inspection and code enforcement work, including one year supervisory experience (may include project supervision).|
|Any equivalent combination of education and experience.|
|Certified as an Inspector or Plan Examiner by the International Code Council (or equivalent organization) in both residential and commercial in all of the following disciplines: building, electrical, mechanical, and plumbing.
Certification as a Certified Building Official (CBO) by the International Code Council (or equivalent organization) may substitute for certification as an Inspector or Plan Examiner by the International Code Council (or equivalent organization) in both residential and commercial in all of the following disciplines: building, electrical, mechanical, and plumbing.
Must have a valid Louisiana driver's license at the time of appointment and maintain throughout employment in this classification.|
