|Under the direction of a professional superior, performs responsible professional work supervising the operations, administration, and maintenance of wastewater treatment plants. Work involves responsibility for performance of varied administrative tasks associated with wastewater treatment and disposal. Work includes coordinating field inspections and testing to check and report violations of water pollution laws and ordinances and testing work of a variety of sanitary and industrial waste materials. Work also entails responsibility for supervising the activities of a staff of operators in the operation and maintenance of wastewater treatment plants. Work is performed with considerable latitude for independent judgment. Performs other work as requested.|
|ESSENTIAL WORK TASKS|
|Formulates, organizes, and supervises a continuing current program for the disposal of wastes, within existing physical facilities, which will be acceptable to the state and federal regulatory agencies insomuch as quality control is concerned.
Does advance planning relative to the future requirements of the pollution control plants and programs.
Plans, organizes, assigns and supervises the work of groups of skilled operators, maintenance workers and related personnel in operating, maintaining, inspecting and installing pollution control facilities and laboratories.
Supervises or performs special studies or tasks; makes recommendations to resolve problems.
Instructs operators, maintenance workers, laboratory technicians in their work and the use of new methods and types of equipment; determines training and school requirements for personnel.
Prepares budget requests and manages expenditures and manage division expenditures for payroll.
Coordinates treatment and disposal activities with other divisions on related projects.
Reviews administrative reports sent to DEQ/EPA/State Police.
Reviews and makes recommendations on various wastewater complaints, construction projects and special purchasing items. |
|KNOWLEDGE, SKILLS, AND ABILITIES|
|Knowledge of the principles and practices of unit operations and microbiology of Sanitary Engineering, Pollution and Environmental Health Control.
Knowledge of the modern methods and techniques used in the design and construction of pollution control facilities.
Knowledge of applicable laws and regulatory codes pertaining to wastewater treatment and disposal.
Knowledge of the modern methods of operations of pollution control facilities.
Ability to detect and correct pollution control problems with division equipment or make recommendations on procedures for correction.
Ability to plan, schedule, and review the work of professional or sub-professional assistants in a manner conducive to full performance and high morale.
Ability to express ideas clearly and concisely, orally and in writing, to groups and to individuals.
Ability to establish and maintain effective working relationships with others.
Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.|
|EDUCATIONAL AND EXPERIENCE|
|Bachelor's degree in environmental science, engineering, or a closely related field, and four years experience in wastewater treatment and disposal work, including two years supervisory experience.|
|Any equivalent combination of education and experience.|
|Possession of a Class IV Wastewater Treatment Operators Certificate issued by the Louisiana State Department of Health.
Position(s) of this classification may require a valid Louisiana driver's license. If license is required, must maintain throughout employment in this position.|
