|Under the direction of a higher classification or a Public Works Superintendent, performs responsible administrative and supervisory work in assisting in the direction of a major public works field division. Employees in this class must exercise considerable independent judgment and discretion in carrying out their responsibilities, and may be on 24-hour call for emergency situations. Performs other work as requested.|
|ESSENTIAL WORK TASKS|
|Assists in planning, organizing, supervising and inspecting of the work a large number of skilled, semiskilled and unskilled personnel engaged in street, road, bridge, canal, drainage, sewer, right-of-way, and other public works maintenance, repair and construction activities; participates in the work performed by subordinate personnel.
Supervises the work of a group of employees engaged in the disposal of solid waste as established by the DEQ and EPA guidelines.
Reviews the work of subordinate supervisors and advises them on policies, procedures, practices and problems of an unusual nature.
Receives, analyzes and remedies or rejects complaints and requests of contractors, property owners and the public.
Instructs public works supervisors in safety procedures, supervisory techniques, and in operational and maintenance methods, practices and policies.
Makes cost and material estimates; assists in preparing budget requests; maintains necessary records for the submission of required reports.
Acts as individual superintendent during absences of that person.
Keeps records of accidents and injuries occurring on the job.|
|KNOWLEDGE, SKILLS, AND ABILITIES|
|Knowledge of the methods, practices and equipment used in a variety of public works maintenance, construction, repair and operational activities.
Knowledge of the occupational hazards involved and the safety precautions necessary to perform heavy manual work and equipment operation.
Knowledge of engineering maps and records.
Knowledge of the DEQ and EPA guidelines.
Knowledge of administrative techniques related to purchasing, budget preparation and control, personnel and fiscal record keeping.
Knowledge of business English, spelling, and arithmetic.
Ability to plan, organize, supervise and coordinate the work of a large number of workers and crews through subordinate supervisors.
Ability to communicate effectively, both orally and in writing.
Ability to utilize a computer, including use of standard computer applications, and global positioning systems.
Ability to read and interpret sketches, blueprints, specifications and contracts.
Ability to establish and maintain effective working relationships with other employees, subordinates and the public contacted in the course of the work.
Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.|
|EDUCATIONAL AND EXPERIENCE|
|High school diploma, GED, or equivalent certificate of competency, and four years experience in public works construction, maintenance, operational or solid waste activities, including one year supervisory experience.|
|Associate's degree in construction technology/management will substitute for two years of work experience; bachelor's degree in civil engineering or construction technology/management will substitute for four years of work experience; or any equivalent combination of education and experience.|
|Position(s) of this classification may require a valid Louisiana driver's license or a valid Louisiana Commercial Drivers License (CDL) Class A, B, or C with appropriate endorsements. If license is required, must maintain throughout employment in this position.
Position(s) of this classification may require attainment of a Class IV Wastewater Collection Certificate issued by the Louisiana State Department of Health.|
