GENERAL DESCRIPTION
Under the direction of the Public Works Director, performs responsible supervisory and administrative work in assisting in directing of Department of Public Works activities. Work involves responsibility for the efficient administration of all public works maintenance efforts; the supervision of a large staff of technical, clerical, skilled, semiskilled, and unskilled personnel through subordinate supervisors; financial stewardship of City-Parish funds; and representation of the department in a variety of public forums (e.g. Metro Council meetings). Work requires exceptional teamwork and the use of independent judgment within established policy guidelines. Performs other work as requested.
 
ESSENTIAL WORK TASKS
Actively participates in the senior leadership team of Public Works to enhance operational efficiency, continually improve client services, and build the capability of the staff through workforce development programs. In this role, consults closely with the Public Works Director and fellow senior leadership team members. Directly supervises the managers of Public Works Operations, Building Maintenance, Permits and Inspections, Code Enforcement, and Central Garage; assists in the planning and supervision of their subordinate staff; ensures staff understands and applies federal, state, and local codes and ordinances. Responsible for meeting operating budget and goals; assess need for mid-term adjustments to comply with annual limitations. Develops an annual master plan for the planned City-Parish maintenance activities, and specific operating procedures for unplanned and emergency activities, to ensure quality and to provide financial stewardship of City-Parish funds. Consults with stakeholder groups (contractors, architects, engineers, developers, citizens, City-Parish government employees) regarding public works projects, clarifying the roles and responsibilities of Public Works and the related processes/procedures. Appears in a variety of public settings to represent Public Works, including Metro Council meetings, public hearings, public outreach programs, and before various boards and courts to testify in appeals and other legal actions.
 
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of public works operations and maintenance methods, material and equipment. Knowledge of the principles and practices of civil engineering, particularly as applied to public works projects, including street drainage and sanitary sewer systems. Knowledge of applicable laws and regulatory codes related to public works operational and maintenance activities. Knowledge of the modern developments, current literature and sources of information regarding public works. Knowledge of policies and procedures of the department. Skill in the use of a light motor vehicle. Ability to effectively represent the department with a variety of stakeholders. Ability to organize, plan, direct, and evaluate the work of others. Ability to read and accurately interpret plans, specifications, blueprints, maps, and/or records. Ability to manage public works projects. Ability to establish and maintain effective working relationships with subordinates, superiors, architects, contractors, and other interested parties. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.
 
MINIMUM REQUIREMENTS
EDUCATIONAL AND EXPERIENCE
Bachelor's degree in construction management or one of the recognized branches of engineering, and six years experience in the supervision of public works projects, including four years managerial experience (may include complex project management).
 
SUBSTITUTIONS
Any equivalent combination of education and experience.
 
CERTIFICATIONS/LICENSES
Position(s) of this classification may require possession of a license to practice professional engineering as issued by the Louisiana State Board of Registration for Professional Engineers and Land Surveyors. If license is required, must maintain throughout employment in this position. Position(s) of this classification may require a valid Louisiana driver's license. If license is required, must maintain throughout employment in this position.
