GENERAL DESCRIPTION
Under the general direction of the Revenue Manager and Assistant Revenue Manager, performs responsible professional supervisory and administrative work in collecting, recording and depositing various funds received by the City-Parish government. Prepares appropriate reports and maintains records; solves problems in their area of responsibility. Work involves planning, directing and supervising the activities of a section of professional and clerical/fiscal employees, as well as assisting in the formulation of major policy decisions. Work is performed with relative independence in accordance with established policies, rules and regulations. Work is reviewed through observation, consultation and monthly reports. Performs other work as requested.
 
ESSENTIAL WORK TASKS
Establishes office policies and procedures for the operation of various sections of the Revenue Division; monitors operations to ensure compliance of all ordinances enacted by the Metropolitan Council and the Mayor-President. Supervises the work of subordinate employees in the mailing, collecting, and depositing of various funds received by the City-Parish government to ensure they are properly and accurately accounted for. Receives, reviews and maintains a record of all sales tax audits, audit refund requests, audit penalty waivers, business registrations, gross receipts, and gaming admission fees; investigates all credits/overpayments of monthly sales, use or occupational license tax returns for approval by the Assistant Revenue Manager. Corresponds with auditors, taxpayers, accountants and attorneys; requests audits of taxpayers; inquires into delinquencies in payment; advises taxpayers regarding applicable penalties and other concerns; determines monthly installment payments for taxpayers requesting payment agreements; calculates penalties and interest due; maintains files of all records and work, both completed and in progress. Works closely with the Parish Attorney regarding numerous taxpayer issues to obtain legal opinions. Participates in tax hearings with the Parish Attorney, the Alcohol Beverage Control Board, taxpayers and their attorneys; works with the public, governmental agencies, banks, auditing firms and others in resolving difficulties with taxpayers.
 
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of all applicable federal, state, and local laws, ordinances, rules, and regulations regarding sales and use taxes, and the billing and collection of municipal revenues. Knowledge of accounting principles, practices and procedures and auditing procedures, techniques and reports. Knowledge of changes in legislation, tax laws, regulations and procedures of enforcement. Knowledge of modern office practices, procedures, clerical techniques and office equipment. Ability to exercise initiative and independence in performing work. Ability to review and understand complex audit reports and to make suggestions regarding procedures and problems. Ability to communicate clearly in writing and orally, to individuals and to groups. Ability to plan, organize and coordinate the work of a large group of employees performing varied operations and to initiate and develop internal operating polices and procedures. Ability to establish and maintain effective working relationships with coworkers, supervisors and the public. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.
 
MINIMUM REQUIREMENTS
EDUCATIONAL AND EXPERIENCE
Bachelor's degree with at least twenty-four semester (thirty-six quarter) hours of a university professional accounting curriculum or Master's degree with at least twenty-one semester (thirty-one and a half quarter) hours of a university professional accounting curriculum, and four years professional level experience in revenue collection (accounting, auditing, budgeting, etc.).
 
SUBSTITUTIONS
Equivalent higher education in accounting may substitute for work experience; CPA may substitute for one year of work experience.
