GENERAL DESCRIPTION
Under the direction of an employee of a higher classification, performs responsible professional and technical work involving contract management for the Department of Buildings and Grounds. Work involves meeting with contractors, architects, outside agencies, and/or City-Parish employees on repair, renovation, or construction projects to ensure work complies with bid specifications and state/local codes and/or ordinances. Work requires the exercise of independent judgment in accordance with established policies, rules, regulations, and professional standards; and requires the use of discretion and tact, usually under circumstances in which cooperation must be secured through good will rather than legal authority. An employee of this class may be on twenty-four-hour call for situations needing immediate attention. Performs other work as requested.
 
ESSENTIAL WORK TASKS
Prepares detailed technical specifications on purchases requiring special knowledge of complex commodities in order to receive accurate bids; ensures specifications are not restrictive but adequately describe City-Parish requirements. Prepares bid packages for projects and programs; holds pre-bid conferences with contractors and sub-recipients. Analyzes and tabulates bid results; recommends award to appropriate bidder; prepares award documents for purchase order or contract development. Establishes and maintains systems for contract monitoring; monitors contracts emphasizing performance measures and compliance; updates contracts if necessary. Participates in the development of safety and security standards for operations; inspects structural soundness of buildings including emergency exit plans, occupancy, Continuity of Operations Plan (COOP), etc. Establishes a system for records retention; maintains necessary records for the submission of required reports. Responsible for adhering to all safety rules, procedures, and practices; use of personal protective equipment and devices provided is a condition of employment. Performs risk assessments on projects. May supervise small repair projects. Oversees adherence to City-Parish codes and ordinances pertaining to life, safety, and support systems.
 
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of principles, practices, and techniques of contract and project management. Knowledge of local, state, and federal life, safety, and support systems for public buildings and grounds. Knowledge of basic principles and practices of budgeting. Knowledge of the principles and practices of the electrical trade, construction trade, plumbing trade, and other mechanical trades. Knowledge of the materials, methods, techniques, tools, and equipment used in general maintenance, construction activities and design. Knowledge of City-Parish ordinances and codes relative to the construction and alteration of buildings. Skill in the use of a variety of computers and computer-aided design and drafting (CADD) software. Ability to read and interpret blueprints and building design sketches. Ability to develop and compare specifications and bids. Ability to tabulate and analyze bids. Ability to communicate effectively, both orally and in writing; and to effectively respond to complaints concerning plan implementation. Ability to make decisions recognizing precedents and practices; and to use resourcefulness and tact in meeting problems. Ability to perform analytical work carefully and accurately. Ability to work independently and in groups. Ability to establish and maintain effective working relationships with management, other employees, other City-Parish agencies, architects, engineers, contractors, and the public. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.
 
MINIMUM REQUIREMENTS
EDUCATIONAL AND EXPERIENCE
Bachelor's degree in public or business administration, construction technology/management, architecture, or a related field, and three years of professional level experience in contract management.
 
SUBSTITUTIONS
Any equivalent combination of education and experience.
