GENERAL DESCRIPTION
Under the direction of the Environmental Services Director, performs highly responsible administrative work in managing the Sanitation Program. Work involves planning and directing waste reduction programs and collection/disposal of all residential, commercial, yard, and bulk waste for the City-Parish. Employee is responsible for overseeing contracts involving waste reduction and solid waste collection/disposal through private companies. Work is performed with broad discretion and considerable independence and is evaluated through conferences, reports, and results obtained. Performs other work as requested.
 
ESSENTIAL WORK TASKS
Manages and coordinates waste reduction programs, collection and disposal of solid waste, equipment required for efficient operation, and processing of solid waste. Manages and supervises all waste reduction and solid waste contracts and permits; prepares contracts and bid specifications; prepares division's budget requests and monitors expenditures. Develops goals, objectives, policies, and procedures for the solid waste program; monitors timely collection and disposal by inspection and customer contact. Oversees waste reduction programs implemented to comply with the state-mandated goal of reducing landfill waste. Supervises and assists in investigating and resolving customer complaints; provides requested information and reports regarding solid waste services; represents the City-Parish at community meetings; acts as a liaison with the state and outside groups involved with waste reduction programs. Researches new developments in solid waste related technology and equipment; develops recommendations to improve operations. Coordinates debris collection subsequent to natural disasters. Interviews, selects, trains, and evaluates employees; ensures employees adhere to City-Parish and departmental policies and procedures; disciplines employees when necessary.
 
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of local, state, and federal environmental regulations and enforcement procedures. Knowledge of City-Parish ordinances and regulations regarding the disposal of solid waste. Knowledge of procedures and equipment used in the collection and disposal of waste. Ability to direct and coordinate waste reduction activities and comply with federal and state mandates. Ability to exercise initiative in implementing programs. Ability to resolve problems both internal and external to the division. Ability to comprehend regulations and to respond accordingly with changes in City-Parish program implementation. Ability to organize, plan, direct, and evaluate the work of others. Ability to express ideas clearly and concisely to groups and individuals. Ability to utilize a computer to interpret and analyze technical and statistical information and to prepare technical, oral, and written reports. Ability to establish and maintain effective working relationships with staff, the public, and members of various agencies and commissions on the state and federal level. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.
 
MINIMUM REQUIREMENTS
EDUCATIONAL AND EXPERIENCE
Bachelor's degree in environmental science, civil or environmental engineering, business/public administration, or a related field; two years of experience in environmental work, waste reduction, or solid waste collection and disposal; and two years of professional supervisory experience.
 
SUBSTITUTIONS
Any equivalent combination of education and experience.
 
CERTIFICATIONS/LICENSES
Position(s) of this classification may require a valid Louisiana driver's license. If license is required, must be maintained throughout employment in this position.
