GENERAL DESCRIPTION
Under the direction of an employee of a higher classification, works with federal reporting systems by providing technical assistance and collecting information from sub-recipients. Also works with federal programs such as the Emergency Solutions Grant (ESG), Housing Opportunities for Persons with Aids (HOPWA) Grant, Community Development Block Grant (CDBG), Home Investment Partnership Program (HOME), and Supporting Housing Grant (SHP). Duties involve managing day-to-day issues, monitoring, closing out federal projects/programs, and managing, retaining, and archiving permanent records. Work also involves the responsibility of processing draw requests and invoices by reviewing for eligibility and cost reasonableness. Employees of this class should be able to suggest new and innovative approaches to current and proposed programs. Performs other work as requested.
 
ESSENTIAL WORK TASKS
Performs desktop monitoring; data entry; submits federal reports in HUD's Integrated Disbursement and Information System (IDIS), Special Needs Assistance Programs (e-snaps), and Section Eight Management Assessment Program (SEMAP). Collects and reviews A133 audits. Monitors affordable housing projects and construction developments to ensure compliance with applicable regulations and requirements. Performs risk assessments on projects. Works with contracts, budgets, audits, and performance measures. Attends and coordinates community outreach events to solicit contractors for rehabilitation work for single family homes; creates and updates a certified contractors list for procurement. Prepares bid packages for federal projects and programs; holds pre-bid conferences with contractors and sub-recipients. Performs Davis - Bacon labor compliance, including reviewing weekly payroll checks and conducting worker interviews; performs environmental reviews for federal programs or projects. Attends public hearings presenting information on programs and availability of funding; attends outreach activities; develops PowerPoint presentations for outreach or technical assistance. Produces or assists with producing the City Parish's action plans, consolidated plans, and Consolidated Annual Performance and Evaluation Report (CAPER). Establishes and maintains systems for contract monitoring and record retention; conducts bid specification and environmental record reviews. Prepares reports and updates contracts. Works with the federal weatherization program.
 
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of the basic principles, practices, and techniques of modern business administration, with the ability to apply them to the administration of HUD programs. Knowledge of cross-cutting federal regulations, such as A133 audits, Davis-Bacon, Section 3, 504 Americans with Disabilities Act (ADA), procurement, and environmental reviews. Knowledge of basic computers and related equipment. Knowledge of principles and practices of contract management, grants administration, and budgeting. Skill in the use of Microsoft Office products, such as Word, PowerPoint, and Excel Ability to research and analyze data applying that understanding to federal, state, and local laws regarding procurement compliance and bid programs. Ability to communicate orally and in writing with clarity and conciseness whether with staff, funding sources, community, private partners, external agencies, consumers, and other stakeholders. Ability to establish and maintain effective working relationships with employees, management, outside vendors, and contractors. Ability to perform analytical work carefully and accurately. Ability to think objectively. Ability to work independently and in groups. Ability to organize, prioritize, and meet deadlines. Ability to demonstrate commitment to the department mission, values, and policies in the performance of daily duties. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.
 
MINIMUM REQUIREMENTS
EDUCATIONAL AND EXPERIENCE
Bachelor's degree in public or business administration, or a related field, and three years of professional level experience in federal grant management.
