Under the direction of the EBRP Communications District Manager, performs advanced technical and administrative work in the management, maintenance, and customization of the parish-wide, public safety Computer Aided Dispatch (CAD) software application. Work involves developing, programming, and maintaining the Communications District's Geographical Information Systems (GIS) databases, applications, and interfaces in support of all City and Parish public safety agencies. Work also supports the design and implementation of a parish-wide, wireless, public safety broadband network. Performs other work as requested.
Researches, monitors, and evaluates public safety related developments and applications in GIS and CAD; recommends new GIS and CAD technology; supervises the implementation of approved technology. Confers with management and end-users to determine the feasibility of large-scale projects; estimates cost of development; assesses system architecture and design; recommends the appropriate software/hardware products. Manages complex, multi-agency, and multi-application database systems related to CAD and third party interfaces including, Applications Programming Interface (API) utilities and Automated Vehicle Locator (AVL) configuration. Coordinates the use of PC LAN hardware and interfacing software; makes recommendations on equipment selection and programs. Ensures quality control, quality assurance, and system integrity of the GIS database. Troubleshoots and repairs GIS and CAD databases. Participates on the senior leadership team to improve operational efficiency and client service; attends meetings and participates in committees with other public safety agencies.
Knowledge of GIS software, operating systems, databases, and programming languages currently used by the City-Parish. Knowledge of database design, analysis design, application design, and system implementation. Knowledge of digitizing and data manipulation procedures for geographic information systems. Knowledge of Computer Aided Dispatch systems as they relate to mapping and data maintenance. Knowledge of Microsoft Office Suite software, ArcGIS software, and database software. Skill in the use of a variety of computers and computer-aided dispatch software. Ability to represent the EBRP Communications District in a highly professional manner with other agencies and the public. Ability to communicate, establish, and maintain effective working relationships with others. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.
Bachelor's degree in computer science, geographical information systems, computer engineering, or a related field, and four years of experience in database programming and system analysis.
Any equivalent combination of education and experience.
