To further protect the homeowner and insure the future quality of one and two family dwellings in the parish, Ordinance 9067 was adopted by the Metropolitan Council on April 11, 1990. This ordinance requires
that the builder be licensed in the City of Baton Rouge, Parish of East Baton Rouge.
Individuals, who wish to construct their own residence and assume the responsibilities of the builder may do so. Homeowners
will be responsible for all code violations. The ordinance further defines that:
"To individuals performing construction, rebuilding, remodeling or repair of their personal residence provided that they do
not apply for more than one building permit, per project during a twelve month period and provided they sign a statement upon
application for a building permit relieving the City of Baton Rouge and Parish of East Baton Rouge from any liability in connection
therewith and further asserting that they have received and read the Louisiana New Home Warranty Act and are aware of all attendant
liabilities and responsibilities by the Act.... "
An individual may obtain the Hold Harmless and Indemnity Agreement in person at:

Please read this agreement before signing it and obtaining the building permit. You are also urged to obtain a copy of the Permit
and Inspections Information Handbook, also available at the Inspection Division Office.
Act 676 
This agreement is not necessary, if you wish to use a licensed builder.
